Synopsis:

     The Immigration Reform and Control Act of 1986 (IRCA), 8 U.S.C. § 1324, et seq., was signed into law by President Reagan on November 6, 1986, and at the time represented the most sweeping reform of immigration law in 30 years. It proscribes the knowing hire of unauthorized aliens and requires employers to verify the employment eligibility and identity of all newly hired employees.
